Pennsylvania Route Operators | RadSoftware
01For Pennsylvania route operators

The Commonwealth has spoken. Your route needs a new plan.

Enforcement begins October 14, 2026.

After the June 15 Supreme Court of Pennsylvania ruling, the State Police have told prosecutors how they’ll inspect and seize devices starting October 14. Waiting on Harrisburg is a risky strategy. Here’s what the Commonwealth said, and how we help operators move forward.

“The Court held that if a device meets the statutory definition of a slot machine, then the device is unlawful outside of a premises licensed by the Pennsylvania Gaming Control Board (PGCB)…”

…subject to seizure after SCOPA’s 120-day stay expires (i.e., October 14, 2026).

02What the Commonwealth said

In their words, not ours.

On September 3, counsel for the Pennsylvania State Police sent guidance to the Pennsylvania District Attorneys Association explaining the ruling and giving law enforcement a framework for inspecting devices once the stay expires.

  1. /01A device that meets the Gaming Act’s definition is unlawful outside a PGCB-licensed premises.
  2. /02The old skill-versus-chance analysis is no longer needed once a device meets that definition.
  3. /03Devices and cash are subject to seizure after October 14, 2026.

03What it means for your route

You need another solution.
Here’s what’s at stake.

Equipment exposure

Machines that can be seized are capital at risk, and the risk extends to the locations hosting them.

Location relationships

Bars, clubs and stores will ask what you’re doing about it. The operator with an answer keeps the location.

Revenue gap

Pulled machines leave empty floor space. Every week without a replacement plan is revenue you won’t recover.

Uncertain legislation

Bills to regulate the market are pending, but there’s no guarantee on timing or terms. Plan for both outcomes.

04Your path forward

Keep the route earning while the rules settle.
